Sync Delay works with the Transport events like Clock, Start, Stop, Continue, so the time sync itself is delayed. For delaying Note On & Note Off - use the Delay pipe with 100% Wet, 100% Feedback and 1 Repetition settings, so the original note does not sound, only the delayed one. For tiny delays, use the preset above, linked by @resonotter.
