i am looking for a cheap solution for a USB to Midi host. just want to know if it is possible using Midiboy.

Yes, Midiboy can work as a MIDI interface between PC USB and MIDI DIN In&Out. You can use the Midimon sketch, or it can be reduced to simple forwarding of MIDI data between interfaces without displaying the data.

More specifically, can MIDI Boy act as a USB device host to provide a MIDI output for a device such as a Roli Block?

No, it’s a usb midi device, not usb midi host.
